Finance Committee begins FY27 budget planning as $3.8M deficit takes shape

Finance Committee · Meeting of February 19, 2026

MANSFIELD — Finance Committee hears departmental pressures as it begins FY27 budget planning for a $3.8M deficit. The committee held presentations from six department heads on Thursday, with Library Director Catherine Coyne warning that Municipal Appropriations Requirement compliance is essential for preserving $64,000 to $70,000 in annual state grants. Fire Chief Desrosiers reported call volume has surged from 1,538 in 2001 to 4,165 in 2025, with EMS calls up 206 percent; Police Chief Sellon noted Mansfield has the highest call volume among four SEMRECC communities.

A balanced budget with no override would require 11 full-time equivalent reductions, while a $3 million override would reduce the town deficit to $300,000.
