Finance Panel: Mansfield DPW Needs 11 More Workers

Mansfield Finance Committee learns DPW is short 11 workers, reviews $3.5 million in free cash. Town Librarian Whitney Brown told the panel the library served 116,681 visitors in fiscal 2026 but faces an $18,442 shortfall under the state's Municipal Appropriation Requirement, its second straight year needing a waiver. Finance officials reported fiscal 2026 free cash of $3.5 million, water retained earnings of $2.9 million and sewer retained earnings of $992,000, cautioning future free cash will likely drop to $2.5 million to $3 million as budgeting tightens.

For fiscal 2028, officials plan to seek a firefighter, a DPW worker and a town clerk position without an override, even as the DPW's "ideal" staffing runs 11 positions above its current level. Member Ryan called the gap "shocking," saying "a large majority of the town doesn't fully understand what DPW provides."
